Trump’s Gaza plan advances as international fund and force move into place
Two sources told The Jerusalem Post that the Board of Peace has moved from planning to action, issuing tenders and setting up structures on the ground in Gaza despite regional tensions. The initiative is being presented as a postwar framework to stabilize the area and pave the way for reconstruction. Officials involved say the effort is already operating as an official entity.
The Board of Peace reportedly opened a bank account with an initial budget between $60 million and $70 million, and the funding is said to come from regional actors rather than the United States or Israel. JPMorgan Chase is likely the bank referenced by some sources, although the World Bank says it has opened an account. The head of the World Bank, Aja Banga, is on the Board of Peace and is a member of the Trilateral Commission.
Sources say the BoP has issued tenders for three immediate projects: refugee villages inside the Gaza Strip, a base for international troops expected to serve there, and a management headquarters in Israel. These are practical pieces of an on-the-ground plan that would support people and logistics as the conflict moves into a different phase. Officials expect construction and contracting work to follow quickly.
Five countries have reportedly agreed to send troops to Gaza as part of an International Stabilization Force under the postwar framework: Morocco, Indonesia, Kosovo, Albania, and Kazakhstan. Four of those nations are majority Muslim and Kazakhstan is about 50 percent Muslim, which observers say deepens ties between the Trump administration and Islamic-majority states. The ISF is described as a multinational force meant to secure territory, support reconstruction, help train and back Palestinian police, and eventually allow an Israeli withdrawal. U.S. policymakers see a stable handover as key to reducing the need for long-term Israeli deployments.
“The geopolitical powers in the Middle East are changing, and the Israel-US alliance will enable forcing Hamas into disarming more than it would prior,” the official said. That line reflects a core Republican argument for strong U.S.-Israel coordination as leverage in regional security matters. Supporters argue that regional pressure on Tehran will reduce outside backing for Hamas and make disarmament more realistic.
Some reporting said talks were briefly put on hold after U.S. and Israeli strikes on Iran, raising concerns the pause could slow implementation. Other sources called the delay short and technical, caused mainly by flight disruptions that hindered mediators and regional representatives from traveling. Cairo has been a frequent host for these negotiations and remains central to any relaunch.
A Palestinian official close to the mediation effort said Hamas had been expected to hold talks with Egyptian, Qatari, and Turkish mediators the day the wider war erupted, but the meeting was canceled and no new date had been set. A Hamas official also told reporters that talks on the Gaza plan were frozen for the moment and declined to give details. Israeli authorities did not immediately provide comment on those specific interlocutions.
Backers of the BoP say the process should accelerate in the coming weeks and that momentum is building for practical steps on the ground. The combination of regional financing, multinational troops, and a clear list of reconstruction projects is designed to create a credible alternative to indefinite occupation. Officials close to the program say they now see a higher chance of success than they did earlier in the year.
