Replace the car with national infrastructure and the driver with self-appointed technocrats, and you get a structural problem that rewards recklessness. War has been the classic accelerator of state power, and modern conflict now fuels a digital surveillance complex as surely as it used to fuel factories and arsenals. The beneficiaries are increasingly data scientists, AI firms, and the venture capitalists who bankroll them, not just generals and weapons makers. That shift produces moral hazards built into institutions, not accidental byproducts.

The emergency permission structure is the first hazard. Laws like the Defense Production Act of 1950 give wide authority to reshape markets and compel cooperation under national security claims, and those powers are dormant until wartime. When a firm resists, it can be labeled a supply-chain risk; when it complies, it gets the most lucrative contracts and regulatory favors.

Consider the Pentagon’s recent posture toward a major AI provider: the message was clear — compliance is not optional, and the price of conscience is exclusion. That dynamic converts ethical resistance into corporate liability and pushes companies to strip restraints from high-capability tools. The result is procurement-as-coercion, not market choice.

Second, war serves as a product laboratory. Combat zones deliver operational scale, legal cover, and public justification that peacetime rarely supplies, so battlefield-tested tools gain automatic legitimacy. A targeting AI or biometric system proven under fire becomes easier to normalize at home because it “worked” where the stakes were highest.

That pattern is visible across modern programs: surveillance authorities adopted after crises creep into civilian policing; biometrics built for reconstruction find new use in immigration; drone protocols migrate from combat airspace to domestic skies. The incentive to scale profitable tech meets the defense establishment’s desire for capability, and legal barriers erode accordingly.

Third is the accountability vacuum. When algorithms make consequential calls — target ID, threat scores, resource allocation — responsibility fragments. The military blames the model, the vendor blames specifications, and policymakers hide behind classification, so the mechanisms that deter abuse vanish.

Technocracy thrives on the illusion of neutral, objective processes; models are sold as empirically grounded and value-free, which suppresses political contestation. Where a human decision can be challenged, an algorithmic decision is buried under proprietary systems, classified data, and technical mystique. The accountability vacuum is not a bug. It is a feature.

Fourth, personnel flows harden captured judgment. The revolving door between government and tech unites procurement officers, intelligence officials, and startup founders in a shared professional ecosystem. Careers, boards, and investment ties make ethical pushback personally costly and institutionally rare.

Fifth, competitive pressure forces a race to the bottom on ethics. As more major firms accept full-use military contracts, holdouts face a stark choice: preserve principles and lose market access, or conform and survive. This is the moral hazard of systemic normalization.

All five hazards share one architecture: profits privatized, risks socialized. Corporations and investors reap contracts, data, and regulatory advantage while society absorbs surveillance creep, civil liberties erosion, and the fallout of autonomous actions. The asymmetry of consequence is total.

In March 2026 the Trump Administration released President Trump’s Cyber Strategy for America, a six-pillar policy that reads as a living example of these dynamics. It explicitly promises to “streamline cyber regulations to reduce compliance burdens, address liability, and better align regulators and industry globally” and to “unleash the private sector by creating incentives to identify and disrupt adversary networks and scale our national capabilities.”

The Strategy also commits to “rapidly adopt and promote agentic AI in ways that securely scale network defense and disruption.” Those lines promise capability without naming oversight. The word “oversight” does not appear once, nor do “accountability”, “judicial review”, “congressional notification”, “civil liberties”, or “Fourth Amendment”.

That omission matters because it reveals intent: regulatory relief, public-private fusion, offensive cyber incentives, and agentic AI are packaged as wins for national defense while institutional guardrails are pared away. A national-security vocabulary cloaks what is, in effect, a blueprint for technocratic governance.

History offers a warning. Dwight Eisenhower warned of a permanent military-industrial lobby in 1961, and today that lobby looks different but behaves the same way, amplified by data and software. The tools don’t stop at borders, the emergency justifications linger, and the institutions that should check these powers are being refashioned to enable them.
